Why?

Why does Homeland Security need a youth army above and beyond our United States military? Why?
Correction: Why does FEMA need an army?

Germany would never do this today and hasn't since Hitler's reign because it screams of Hitler and his way of doing things. Forming an army of youth to protect the government?? We have a military that protects the country and our assets. Does the government feel the need to "protect" itself from the people or is it priming itself for a Hitler-style takeover? Either way, this isn't right.
